The project was initiated with a grant from the European Union-Philippines Small Projects Facility. The project adapts the design and promotes the use of the UN-Habitat indicators for measuring Target 11 of the Millennium Development Goals at the barangay level. Target 11 is: Achieve significant improvement in the lives of at least 100 million slum dwellers by 2020. The project provided a foundation for an unambiguous measured analysis of the urban environment and general quality of life of informal settlers in the National Capital Region of the Philippines.
The barangay is the grassroots level of local government in the Philippines and is usually the scale at which shelter and urban development initiatives are located. A vital goal of the project was to embed the monitoring mechanisms into the local government machinery; making it not a one-time effort, but a cyclic process. The first cycle drew a specific figure of the current status of shelter and environment related issues, often inexistent at this level. This new data was immediately useful in targeting development priorities; while later on, it will also serve as a baseline for evaluating the success of policies and projects. Public dissemination of this data should also help in rendering local governments accountable to civil society.

ALTERPLAN provided technical assistance for project planning, feasibility, and fund sourcing to the San Francisco government employees multi-purpose cooperative (SAFRAGEMC) to implement the second stage of phased land development and house construction. The total land area targeted for complete site development in 2006 is 5.6 hectares, enough for 170 co-op members. SAFRAGEMC is located in San Francisco, Agusan del Sur.

A four-year capability-building program of the National Confederation of Cooperatives (NATCCO) offering assistance to selected affiliate cooperatives to bring their housing projects from conceptualization to close-out. Among other accomplishments of the project, the SEDCOP Housing sub-project contributed to bringing several NATCCO affiliates to land development after completing substantial technical and financial requirements. These affiliate coops included San Francisco Government Employees Multi-purpose Cooperative of Agusan del Sur with 70 units in Phase 1, and Perpetual Help Community Cooperative of Dumaguete City with 212 units.

ALTERPLAN organized visits by SEDCOP participants to pioneering coop housing initiatives such as the SLU-SVP project site in Baguio, as well as to other social housing sites such as the Habitat for Humanity project site in Dumaguete. These trips and exchanges were part of the capacity building program of SEDCOP Housing that ALTERPLAN undertook for the National Confederation of Cooperatives (NATCCO). As part also of SEDCOP, ALTERPLAN coordinated with Rooftops-Canada and Terra Housing Consultants of British Columbia for two study visits to Canada for coop housing implementers in the NATCCO network. Participants in the study visits attended the Annual General Meeting of the Coop Housing Federation of Canada, and observed a number of housing coops and other non-profit housing in British Columbia and Toronto.

From 1996 to 1998, with the support of Rooftops-Canada, ALTERPLAN organized six study tours to the SLU-SVP Housing Cooperative in Baguio City, a pioneer housing cooperative and one of the most successful in the Philippines. The study tours were designed to contribute to the housing agenda of the various groups that participated in the tour by allowing them to experience and hear first-hand from SLU-SVP’s members the benefits, opportunities, and difficulties of the Baguio housing coop.

This tour was designed as a Coop Housing Study Mission in the Philippines for INCODAP, a coop network in Indonesia. Twelve people came to participate in the mission. Aside from the trip to Baguio, INCODAP’s itinerary included visits to a coop network and a socialized housing developer in Cebu, and two housing finance agencies in Manila.
